The Office for Exceptional Children (OEC) announces the availability of registration for the 7th Special Education Leadership Conference scheduled for Monday and Tuesday, October 1-2, 2013 at the Greater Columbus Convention Center in Columbus, Ohio. This year's conference theme is Achieving Balance: Leading Improvement for Children with Disabilities While Managing Compliance and the registration fee is $100. New this year is an optional Pre Conference focused on Managing Compliance on Monday, September 30, 2013 from 1:00 – 5:00 PM for a $25 registration fee. April Siegel-Green First Recipient of the Kathe Shelby Leadership Award
April Siegel-Green, Director of Exceptional Children for Chardon Local Schools in Chardon, Ohio since 2007 was presented with the inaugural Kathe Shelby Leadership Award by Sue Zake, Director of the Office for Exceptional Children, Ohio Department of Education, at Ohio’s Special Education Leadership Conference Award luncheon on September 23, 2012. Other nominees for the Award were also honored at the luncheon.
April began her career in 1985 as a DH/LD Resource Room, Inclusion Teacher in Xenia City School where she worked for 10 years. She then became Supervisor of Special Education by the Green County ESC in Yellow Springs, Ohio and later went on to serve as the Special Education Coordinator for the Orange City Schools in Pepper Pike until 2007 when she went to Chardon.
April has been actively involved and served as an officer in several organizations beginning with the years she was a student at BGSU. Some of the organizations are the Council of Exceptional Children (CEC), Council of Administrators of Special Education (CASE), Ohio Association of Supervisors and Work Study Coordinators, and the Ohio and National Associations of Pupil Service Administrators. She has served on several OEC committees throughout her career and, since 2008 she has been a member of the State Advisory Panel for Exceptional Children (SAPEC).

Melinda Jacobs, Esq.
Melinda Jacobs Law Office
Melinda Jacobs is an attorney in private practice who has worked in the field of special education law since 1985. Since 1996, she has exclusively represented school systems in special education matters pursuant to the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973, and related laws. Ms. Jacobs formerly served as an attorney in the Office of Special Education Programs for the Tennessee Department of Education and as Associate Publisher for Education and Disability Publications for LRP Publications. In addition to her frequent national, state, and local presentations, Melinda has authored several publications and articles on special education law, and has written and produced a series of audiotapes and videotapes on the implementation of the laws governing the provision of special education and related services. Ms. Jacobs is a member of the Special Education School Attorneys Advisory Council, and serves as Chairperson of the LRP National Institute on Legal Issues of Educating Students with Disabilities. Her “down to earth” and practical presentation style, combining humor and song, makes legal information accessible and understandable for educators, parents, and other professionals in the field.

Squire, Sanders L.L.P.
Susan C. Hastings currently serves on the Squire, Sanders global board. Her practice focuses on private and public sector labour and employment law and education law. She represents private and public sector employers in all facets of labour and employment matters including executive contracts, reductions in force, collective bargaining, arbitration and administrative hearings before federal and state agencies. Susan has successfully defended a range of employment litigation matters including claims brought under Title VII, the ADA, the FMLA, and other areas. Susan is also experienced in the area of education law, representing boards of education throughout Ohio in the areas of collective bargaining, contracts, special education, student discipline, Public Records Act, Open Meetings laws, ethics and constitutional law.
Keynote Presentation: Are Changes In Ohio's Education Laws Keeping You Up at Night?
No matter how long you have been "in the business" as a special education administrator, the fear of making legal mistakes that will be "fatal" to your district is always floating somewhere in your mind. This presentation will address how recent changes in Ohio's laws impact what you need to know and do in administrating compliant and effective special education programs in your district. In addition to learning more about any new or pending legal requirements in Ohio's Special Education Operating Standards, other issues of concern such as determining student academic growth, the effect of the graduation rate, implementing Ohio's Seclusion and Restraint law, and implications of the Third Grade Guarantee will be addressed. The participants will have a chance to walk through real life situations in an interactive presentation, gaining the additional tools needed to be legally compliant while implementing appropriate programs.

Opening Session - Keynote Speaker - Tuesday, October 1, 2013
Margaret J. McLaughlin, Ph.D.
Associate Dean for Research and Graduate Education, College of Education, and Professor of Special Education, University of Maryland, College Park, MD.
Dr. McLaughlin began her career as a teacher of students with serious emotional disorders. She earned her doctorate at the University of Virginia and specializes in the study of special education policy. She has directed numerous national research projects and centers that investigated the intersection of those policies and standards-driven reforms. She has consulted with various international agencies and organizations as well as with US educational agencies and served on or co-chaired four National Academy of Sciences Committees addressing topics related to educating students with disabilities. Dr. McLaughlin also serves as Immediate Past President of the Council for Exceptional Children.
Opening Keynote - "Leading for Improvement in the Era of the Common Core"
Join us for this conference opening Keynote where Dr. McLaughlin will address some of the unique…as well as ongoing…challenges associated with providing children with special education needs full opportunity to benefit from the Common Core standards.
Breakout Session - "An Informal Discussion of Challenges and Strategies in Leading for Improvement and the Common Core"
This session will expand upon the keynote address and will speak to some critical issues that need to be considered in preparing special and general education teachers to provide access to the Common Core standards. Topics to be addressed will include standards-based IEPs, support for teachers and considerations for ensuring effective instruction.
Mary E. Little, Ph.D.
Professor and Coordinator of Graduate Programs in Exceptional Student Education, University of Central Florida, Orlando, Florida.
Dr. Little received her graduate and undergraduate degrees in Special Education and Curriculum and Instruction from the State University College at Buffalo and her doctorate in Special Education from the University of Kansas. Dr. Little has received in excess of $15 million in external funding for research and development from the Institute for Educational Sciences (IES) and the Office of Special Education Programs (OSEP) and other agencies. Two of her recent publications are entitled, Response to Intervention for Teachers: Classroom Instructional Problem Solving and RTI and Mathematics: Practical Tools for Teachers in K-8 Classrooms. Her professional experiences include roles as a secondary teacher, co-teacher, program coordinator and principal. Currently, she serves as the Principal Investigator for Building Bridges in Teacher Education, a federally-funded research and development project through OSEP.

Implementation of the Common Core State Standards and Instructional Practices in Mathematics (for elementary school teachers)
The 2½ hour session on Tuesday will be geared toward teachers/Intervention Specialists who work with students in elementary grades. Jeanne Wanzek, Ph.D.
Assistant Professor and Research Faculty – Florida Center for Reading Research, Florida State University, Tallahassee, Florida.
Dr. Wanzek is a member of the research faculty at the Florida Center for Reading Research. Part of the Center's mission is to conduct research in reading and to disseminate information about research-based practices related to literacy instruction and assessment. Dr. Wanzek conducts research examining effective reading instruction and intervention. Her focus is on prevention and remediation for students with reading difficulties and disabilities. She has worked with several elementary and secondary schools conducting research to improve core classroom instruction and reading intervention implementation. Dr. Wanzek is a former special educator and elementary teacher. She has consulted with several schools and districts across the country on the implementation effective reading instruction. Dr. Wanzek is co-author of Intensive Interventions for Students Struggling in Reading and Mathematics: A Practice Guide and the recipient of the 2013 Early Career Research Award from the Council for Exceptional Children.
Intensive Reading Interventions for Elementary Students Struggling with Reading
Dr. Wanzek's 2½ hour Master Session on Wednesday, October 2, will address various aspects of reading instruction focusing on students with reading disabilities who require ongoing intensive interventions. Dr. Wanzek will provide research-based guidance to use in designing and delivering interventions to intensify instruction for students with significant reading difficulties. She will discuss how the provision of multi-tiered interventions that increase in intensity according to student needs can accelerate student reading achievement.
David Meichenbaum, Ph.D.
Clinical Psychologist, Director of Consulting Services, Summit Educational Resources, Buffalo, New York
Dr. David Meichenbaum is a Licensed Clinical Psychologist specializing in the diagnostic evaluation and treatment of pervasive developmental and disruptive behavior disorders. He is the Director of Consulting Services at Summit Educational Resources in Buffalo, New York. Dr. Meichenbaum is a highly sought after consultant for school districts and agencies for both his expertise in being able to develop the academic, social, emotional, adaptive, and behavioral abilities of students with autism and severe behavioralchallenges, and also for his practical approach that accounts for the daily barriers providers and educators face in working with students. Dr. Meichenbaum received his doctorate of philosophy in Clinical Psychology from University at Buffalo, SUNY, and completed his pre-doctoral internship at Duke University.

Considerations and Strategies for Managing Challenging Behaviors in School Settings
This 2½ hour Master Session will provide school personnel with a conceptual framework for assessing and understanding challenging behaviors. The training goes beyond determining what is causing and maintaining challenging behaviors and will emphasize evidence-based strategies to decrease maladaptive behaviors, increase adaptive alternative behaviors, and evaluate the effectiveness of intervention plans. Attendees will consider whether their current means of responding to challenging behavior include the necessary elements to build skills and curtail future problematic behaviors. Critical consideration and practical strategies will be offered.
Learning Objectives:
1. To understand why challenging behaviors occur and reoccur, by understanding the various barriers that are present in educational settings that prevent the curtailment of challenging behavior.
2. To become familiar with evidence-based strategies to reduce problematic behaviors and build adaptive behaviors.
3. To identify means as to how to monitor and evaluate the effectiveness of used strategies.
Master Session Presenter - Tuesday & Wednesday, October 1-2, 2013
Elise Fraturra, Ph.D.
Associate Professor and Department Chairperson, Department of Exceptional Education, University of Wisconsin-Milwaukee.
Dr. Frattura conducts research and publishes in the area of nondiscrimination law, integrated comprehensive services for all learners, and the theoretical underpinnings of educational segregation. She works with school districts across the country to assist in the movement from programs to services through a participatory formative analysis approach that she has developed and written about. Recently she completed "Leading for Social Justice", and her 2nd edition of "Meeting the Needs of All Learners" published in December of 2008. Dr. Frattura has served as a high school teacher and a school district special education administrator. She has taught courses related to diversity in elementary and secondary administration of services for all learners. Currently, Dr. Frattura is teaching courses in the area of district office administrative leadership for teaching and learning of all students, organizational leadership, and special education law. She is also working on completing her 4th book on Leading Beyond RtI: The First Intervention as the Right Intervention.
Master Sessions - Integrated Comprehensive Services (ics) for All Learners
Dr. Frattura will conduct a 2½ hour Master Session on both days of the conference related to Integrated Systems of Support. Participants will learn why and how it is essential to invert our schools and districts from deficit-based models to proactive, integrated, comprehensive systems of support for each and every learner. Dr. Frattura will discuss how schools have, possibly unintentionally, created systems where students of color, poverty, disability, advanced learners, and linguistically diverse are marginalized based on our current achievement and behavioral data. This discussion will address how to transform deficit-based models to proactive service delivery models that will lead to higher achievement and belonging for those students who are continuously exposed gaps in their academic and behavioral belonging.
Tim Lewis, Ph.D.
Professor of Special Education, University of Missouri at Columbia
Dr. Tim Lewis is currently a Professor of Special Education at the University of Missouri in Columbia where he directs the University of Missouri Center for School-wide Positive Behavior Support and serves as Co-Director of the national OSEP Center for Positive Behavioral Interventions and Supports; and the IES Center for Adolescent Research in Schools. His specialty areas include social skill instruction, functional assessment, and proactive school-wide discipline systems. He has taught students with emotional and behavioral disorders in high school, elementary, and self-contained psychiatric settings.
Dr. Lewis has been involved in special education for 25 years and has worked directly with school teams on developing school-wide systems of behavioral support for over 20 years. He has secured federal grants to support his research and demonstration efforts and he is a frequent contributor to the professional literature on Positive Behavior Support. Dr. Lewis a member of various editorial boards and Associate Editor of the Journal of Positive Behavior Interventions.

Nancy Marchand-Martella, Ph.D.
Professor of Special Education at Eastern Washington University
Nancy Marchand-Martella, Ph.D., BCBA-D is a doctoral-level board certified behavior analyst and professor of special education at Eastern Washington University, teaching classes in instructional methodology. She has over 26 years of experience working with at-risk populations and consults nationally on effective instructional practices. Dr. Marchand-Martella has over 160 professional publications including textbooks on research methods (Guilford Press), behavior management (Sage), and Direct Instruction (Allyn & Bacon) along with a two-level vocabulary program (Multiple Meaning Vocabulary), two 6-level supplemental reading programs (Lesson Connections and Core Lesson Connections) for Reading Mastery Signature Edition, a two-level adolescent literacy program focused on comprehending content-area and narrative text (Read to Achieve), and a comprehensive reading and language arts intervention system for struggling readers in grades 3 and above (SRA FLEX Literacy). Finally, Dr. Marchand-Martella has conducted over 300 professional presentations.
